Add standard footer for mobile pages

Description

This should probably include a link back to the non-mobile version.

What else should be there?

I know there has been a little debate on this issue: should the links for switching to the full "non mobile enabled" version be at the top of the page or the bottom of the page?

I think this ticket should get resolved before we make all the mobile changes live.

Basic footer for the mobile version has been added with a single link to "View the PC OA website".

PC footer has been ammended so if you're viewing it on what appears to be a mobile browser and you've asked to see the PC site (e.g. followed the link above) then it injects a link to "Mobile OA".

This is REALLY mind numbing because of the workarounds in mod_rewrite. When I have time to do the full overhaul to use tokens this will be the first thing replaced!
